Brisley although not recorded in the Domesday Book, had risen to become the 8th most affluent, out of 31 parishes in the Launditch hundred, by the time of the 1334 Lay Subsidy.

St Bartholomews Church was entirely rebuilt in the period 1370 – 1460. It seems probable that the money for this great rebuilding was derived from wool, which was Brisley’s main source of wealth at that time and the probable reason for it’s rapid rise in prosperity in the 14th century.

Inside the church, two wall paintings of St Christopher, dating back to medieval times can be found opposite both the North and South doorways. These were whitewashed over at the Reformation and so only traces survive. The fact that there are two indicates that this was an important church for travellers.

The crypt under the sanctuary may be entered through an old oak door in the chancel. It has been called a charnel house but at one time it was a place where civil prisoners could be forced to spend a night on the journey by foot to Norwich gaol.

Brisley Hall (private dwelling) is a building with medieval origins. The family Athow was Lord of Manor until 1678. (Their brasses are in the church).

The Bell Inn. The Rectory Courts were held here in the 18th century. John Athow was innkeeper in 1706.

The Almhouses built in the early 19th century. They were originally three cottages.

Primitive Methodist Chapel (private dwelling) was built in 1898 on part of a medieval strip called Longlands.

The village sign stands next to the church of St Bartholomew’s and depicts Richard Taverner who was born here and translated the Bible into English for which he was imprisoned in the Tower of London. He was released by Henry V111 and died in 1575.

Memorial to the crew of Blenheim V5455 (located near the pond at Patch Corner) who died when their aircraft crashed in the Parish of Brisley on 9th June 1942. This was unveiled and dedicated during a service of remembrance which took place at St Bartholomew’s Church on 18th June 2000

Brisley Cricket ground located on Brisley Green. This was reinstated after the 2nd World War and matches are played here regularly throughout the summer months.

Brisley Green an area of registered common land, given to the Parish by the late Canon Dodson in 1993. An area of 58.64 hectares, it is one of the largest privately owned lowland grazing commons in the country. It is surrounded by clusters of farms and cottages, including the Brisley Bell Public House and is an area of semi - improved grassland regularly grazed but with some scrub encroachment. Being a privately owned Registered Common, access is restricted to parishioners and their guests. It is requested that dogs be kept on a lead at all times but most importantly during the nesting seasons so as not to disturb the ground nesting birds.

There were no apologies for absence.

2. Declarations of Interest.
Councillor Curl declared a personal interest in Agenda Item 7 as she is a grazing rights holder. Councillor Dennis declared a personal interest in Agenda Item 7 as he lives on The Green.

3. Minutes of the Previous Meeting.
Councillor Dennis proposed and Councillor Irons seconded the resolution
that the minutes of the meeting held on Wednesday 5 May 2010 having
been circulated be approved. All were in favour and the minutes were duly
signed by the Chairman.

4. Resolution to Adjourn Meeting.
Resolution to adjourn meeting for 15 minutes public participation was passed at
7.36 p.m.
The following items were reported:
4.1. County and District Councillor’s Reports.
County Councillor Kiddle Morris informed the meeting that an extra £4 million
had been allocated to road repairs. All repairs will now be a permanent repair not
temporary as had been the case because of the severe weather. The Minerals
and Waste Core Strategy is out for consultation and the Site Specifics will be
released for consultation in September.
District Councillor Kiddle Morris as a Cabinet Member explained that the
proposed merger of services with South Norfolk District Council had broken
down as South Norfolk District Council seemed afraid of change as it is not as
entrepreneurial as Breckland Council. The recruitment of senior staff through
outside agencies was opposed and the proposed level of salary and
compensation payable to staff was not acceptable to Breckland. A major
difference is that Breckland Council is member led and South Norfolk officer led.
All ward members at Breckland have open access to officers.
There had been no response regarding Barracouta
4.2 Public comment.
There was no public comment.

The meeting was re-convened at 7.53 p.m.

5. Co-option of one members to the Parish Council following the
resignation of Councillor Barker.
The new resident in Woods Lane is still a possible candidate.

6. Matters for Report.
6.1 Signing of Declaration of acceptance of office of Vice-Chairman.
This was duly signed and witnessed.
6.2 Funding Fair.
Councillor Doughty reported that he had attended this on 18 May and reported
on Village hall funding, an offer from NRCC to be involved with any funding for
the allotments, Pride in Breckland, Energy Saving Trust, Homewatch, recycling
at the village hall when it may be advantageous to have a textile bank and grant
funding.
6.3 Newsletter.
This was distributed

Councillor Doughty is to update and reprint.

7. Brisley Common.
7.1 Wiggs Green.
Nothing had been received from the landowner.
7.2 Norfolk Wildlife Trust
The Clerk had met with the representatives from Norfolk Wildlife Trust and
Natural England on 18 May and had agreed the proposals to be placed before
the grazing rights holders. A letter is to be sent requesting that the horses are
removed.
7.3 Grazing Rights Holders Meeting.
This was confirmed as 24 June at 7.00 p.m.
7.4 Other Matters.
Letters are to be sent to Manor Farm Barns regarding the grass cutting to the
front of the building and to the owner of the horses on the Green requesting their
removal.

1. Election of Chairman.
Councillor Dennis proposed and Councillor Garwood seconded the resolution that Councillor Williams be elected Chairman. All were in favour and Councillor Williams was duly elected. The declaration of acceptance of office was signed and witnessed.
The Chairman expressed his and the Parish Council’s thanks for all the work that Councillor Doughty has done as Chairman of the Parish Council and is pleased that he is to remain on the Parish Council.

2. Apologies for absence.
An apology for absence had been received from Councillor Doughty who was on holiday and this as accepted.

3. Declarations of Interest.
Councillor Curl declared a personal interest in Agenda Items 8 and 13 as she is a grazing rights holder. Councillor Dennis declared a personal interest in Agenda Item 13 as he lives on The Green.

4. Minutes of the Previous Meeting.
Councillor Garwood proposed and Councillor Irons seconded the resolution
that the minutes of the meeting held on Wednesday 7 April 2010 having

5. Resolution to Adjourn Meeting.
Resolution to adjourn meeting for 15 minutes public participation was passed at
7.35 p.m.
The following items were reported:
5.1. County and District Councillor’s Reports.
County Councillor Kiddle Morris informed the meeting that there was nothing
new to report from the County Council.
District Councillor Duffield informed the meeting that South Norfolk District
Council is not at the same stage as Breckland Council in the manner in which
services are provided or cost cutting. It is hoped that the link will assist SNDC.
After the election there will be reductions in grants and therefore it is necessary
to explore all avenues. The money that was invested in the Icelandic banks is in
the hands of solicitors and it is hoped some money will be recovered.
5.2 Public comment.
There were no comments from the public.

The meeting was re-convened at 7.39 p.m.

6. Election of Vice-Chairman.
Councillor Williams proposed and Councillor Garwood seconded the resolution
that Councillor Doughty be elected Vice- Chairman. All were in favour and
Councillor Doughty was duly elected. The Chairman thanked Councillor Irons for
all his work in the past year as Vice-Chairman and was pleased that he would
continue to edit the newsletter.

7. Planning Committee.
It was agreed that there would be no planning committee and the format of
distributing to all Councillors the planning applications would continue.

8. Management Advisory Committee for the Green.
Councillors Williams and Doughty were elected to the advisory committee.

9. Fencing on the Green.
Councillor Curl was appointed to check the fencing on the south side of the
Green and Councillor Williams the north side.

10. Fencing at Patch Corner.
Councillor Dennis was appointed to check the fencing at Patch Corner.

11. Bank mandate.
Councillor Williams proposed and Councillor Garwood seconded the
resolution that all Councillors should be signatories. All were in favour.

12. Co-option of one members to the Parish Council following the
resignation of Councillor Barker.
No one had come forward to be co-opted but it is possible that a new resident in
Woods Lane may be interested.

13. Brisley Common.
13.1 Wiggs Green.
Councillor Curl had spoken to the landowner who apologised for not proceeding
as he has been very busy. He realises that it is now up to him and he expected to deal with the matter shortly.
13.2 Countryside Stewardship Scheme.
The Clerk reported that he had received confirmation that there is one grazing
rights holder at harpers green and that Norfolk Wildlife Trust had recommended
a consultant to assist with the application. It was agreed to send a letter to the
grazing rights holders explaining the proposal and to invite them to a meeting on
24 June which Norfolk wildlife trust would also attend and explain the proposals
in more detail. An article is to be placed in the newsletter as well explaining the
proposals.

14. Planning
There were no planning applications to discuss or decisions to note. It was
agreed to confirm with Breckland Council if the alterations at Barracouta needed
planning permission.

Councillor Curl proposed and Councillor Irons seconded the resolution that the
accounts for the financial year 1 April 2009-31 March 2010 be approved. All were

It was agreed to renew the subscription for this at a cost of £11.

17. Highways.
17.1 Matters raised at the last meeting.
The potholes on Woods Lane and Gateley Road have all be marked for repair
17.2 New problems.
The pothole on The Green will hopefully be repaired with the remainder.
Councillor Garwood will speak to the owner of the field on Gateley road where
the fencing appears to be dilapidated and could mean that the horses could
escape.
17.3 Speedwatch.
Councillor Irons reported that this had been in operation twice a week on School
and Church Road. One person has withdrawn from the team leaving five so it is
not possible to operate as often as would like. Several motorists have been
caught doing in excess of 40 m.p.h. A request will go in the newsletter requesting
some more volunteers. There does however appear to have been a decrease in
speed along Church Road.

18. Regular Checks.
All checks had been completed. The south of the Green has fencing but no flags and Mr Cooper is to be contacted. The north side has fencing not flagged and the owners are to be written to.

19. Emergency plan.
These had not been collected and a note is to be placed in the newsletter
requesting that these be placed in the box at Councillor Garwood’s or given to a
Councillor.

20. Footpaths.
20.1 Response from Norfolk County Council.
The footpaths have been cut and there does not seem to be a problem with them
at the moment.
20.2 Parish walk.
This is to be confirmed at the next meeting but a date was suggested as 8 June.

21. Allotments.
A reply had been received from the NSALG and it was agreed to invite her to the
meeting in September or October.

4. Resolution to Adjourn Meeting.
Resolution to adjourn meeting for 15 minutes public participation was passed at
7.52 p.m.
The following items were reported:
4.1. County and District Councillor’s Reports.
County Councillor Kiddle Morris informed the meeting that the repairs to the
roads had been mainly a temporary repair but now that the weather has
improved permanent repairs will be undertaken. The Minerals and Waste Site
Specifics document should be issued in July for consultation. The Local
Development Framework document including settlement boundaries is due for
consultation in May.
Breckland and South Norfolk are currently considering the amalgamation of the
top tier of management only. As the Chief Executive is to take up a new post in
the autumn a decision must be made soon as to whether a Chief Executive is to
be appointed or if a joint one is to put in place for the two District Councils.
4.2 Public comment.
A member of the public raised a query as to the difference in the precept paid by
households. It was explained that the amounts vary with the number of houses
and housing credit.

The meeting was re-convened at 8.11 p.m.

5. Co-option of one members to the Parish Council following the
resignation of Councillor Barker.
No one had come forward to be co-opted.

7. Brisley Common.
7.1 Wiggs Green.
Nothing had been received from the landowner.
7.2 Norfolk Wildlife Trust
The Clerk had met with the representatives from Norfolk Wildlife Trust and
Natural England on 23 March and had visited Harpers Green and the Green. The
proposal from Natural England is for Brisley Common to be entered into the
Entry Level Stewardship scheme with about 20% of the Common being entered.
Harpers Green would be entered as a standalone scheme for Higher Level
Stewardship. This was agreed and the Clerk is to continue contact with both
parties.
7.3 Request to bury a telephone cable across Parish land to Bay Tree
Cottage.
The Clerk confirmed that he had signed the wayleave agreement for BT for the
cable.

Councillor Irons proposed and Councillor Williams seconded the resolution that
£20 be donated to North Elmham First Responders, Dereham CAB and East
Anglian Air Ambulance and £10 to Norfolk and Norwich Association for the Blind
and Macmillan Cancer Support. All were in favour.
10.4 Norfolk Rural Community Council.
It was agreed unanimously to renew membership as a non-voting member at a
cost of £15.
10.5 Laptop.
It was agreed unanimously to pay £10 to Beetley Parish Council as a one off
payment for the use of the laptop at Parish Council meetings.

11. Highways.
11.1 Matters raised at the last meeting.
The Clerk reported that Norfolk County Council had replied regarding the survey
on Church Street to extend the footway carried out in October 2007. This had
produced a points score of 25.5 and current sites being considered scored in
excess of 43 points. The site will remain on the list of requested footways.
11.2 New problems.
The potholes on Woods Lane, Gateley Road and School Road will be reported
and the County Councillor will raise these matters with the Highways Engineer
when he tours the village on 14 April.

12. Regular Checks.
All checks had been completed. The south of the Green has no fencing or wire. The north side has fencing not flagged and the owners are to be written to. Mr. Lucas is also to be written to informing him he does not have grazing rights on the Common.

13. Footpaths.
13.1 Response from Norfolk County Council.
Sarah Cureton had replied stating that the post on FP11 is to be added to the
work for the contractors as is the post on FP6 which points the wrong side of the
hedge but has not contacted the landowner. An effort has been made to repair
FP3 and this is more navigable.

14. Allotments.
Nothing further had been received.

15. Website.
Nothing further had been received.

16. Clerk’s Hours.
Councillor Doughty proposed and Councillor Garwood seconded the resolution
that the Clerk’s hours be increased to 6 hours per week. All were in favour.

MINUTES OF THE MEETING OF BRISLEY PARISH COUNCIL HELD ON WEDNESDAY 3rd MARCH 2010 AT THE VILLAGE HALL AT 7.00 P.M.

Prior to the Parish Council meeting a discussion was held with Duncan Slade from NPS Property Consultants Limited who administer the allotment land for Norfolk County Council. He stated that the Parish Council is not getting the full benefit from the allotments and it is the wish of NPS to maximise the benefit from its parcels of land. Grant funding is available to improve the area and he suggested that Karen Kenny from the National Society of Allotment and Leisure Gardeners would come and speak to the members on the area as there is an allotment regeneration initiative. The question was raised that a single tenant does cover the cost of rental from NCC. He was asked if it is possible to purchase the land and he stated that it would be at market price but possibly the County Councillor could assist in any dealings with the landlord. There could be, possibly, a reduction in the rent to allow the Parish Council to make the area a community benefit. He also suggested other ideas for the area such as Woodland Planting, a community group allotment when the area could be promoted and generate income or for Orchard planting. The profit from any venture could be ploughed back into the community as the rental paid would remain the same. A wind turbine could also be sited on the site and although this has high set up costs there are long term benefits. Duncan was thanked for his time which had given the members ideas for future consideration.

3. Minutes of the Previous Meeting.
Councillor Garwood proposed and Councillor Dennis seconded the resolution
that the minutes of the meeting held on Wednesday 3 February 2010 having
been circulated be approved. All were in favour and the minutes were duly
signed by the Chairman.

4. Resolution to Adjourn Meeting.
Resolution to adjourn meeting for 15 minutes public participation was passed at
7.43 p.m.
The following items were reported:
4.1. County and District Councillor’s Reports.
County Councillor Kiddle Morris informed the meeting that the County Council
portion of the Council Tax would be increased by 1.9%. The Core strategy
document for the Minerals and Waste Framework should be distributed for
consultation at the end of April and the site specifics in June both for a six week
consultation. There is nothing in the assessments about traffic movements as
this item would be addressed at the planning application stage. The poor state of
the roads was mentioned and the County Councillor is investigating a sensible
maintenance programme. He also informed the meeting that the Council Tax
portion from Breckland Council would be a 0% increase and it is hoped that there
will be no increase for the next two years. The LDF Site Specific consultation
should begin in April.
4.2 Public comment.
There were no matters raised by the public

The meeting was re-convened at 7.54 p.m.

5. Co-option of one members to the Parish Council following the
resignation of Councillor Barker.
No one had come forward to be co-opted.

6. Matters for Report.
6.1 Breckland Town and Parish Forum 24 February.
The Chairman reported that this had been a series of presentations. The first
spent 30 minutes on the widening of the A47 to state nothing would de done in
the near future. The Police Inspector from Swaffham and Watton reported on the
initiatives he has put in place for the public to contact the police. He was very
enthusiastic and had many new ideas and would be the type of Inspector you
would wish to have for your area. Pride in Breckland was the third and if parishes
wished to take part Breckland Council would support. The presentation on
Engineering Smart Growth was not a good presentation for the Forum as it was
geared towards businesses but the last slide did show some energy saving
initiatives that householders could take up and it was hoped to get these hints in
the Church magazine. Finally the Chief Executive gave a report on the Local
Government Review which is likely to be challenged by Norfolk County Council,
the possible amalgamation of administration for Breckland and South Norfolk
Councils and the timetable for obtaining a proxy or postal vote if required for the
General Election. This is to be placed in the Church magazine as well.
6.2 Breckland Funding Fair 18 May.
The Chairman and Clerk hope to attend this.
6.3 Norfolk ALC Functions.
Nobody would be attending these.
6.4 Nomination to the Executive Committee of the Norfolk ALC.
Nobody wished to be nominated.

7. Brisley Common.
7.1 Wiggs Green.
Nothing had been received from the landowner.
7.2 Norfolk Wildlife Trust
The Clerk had met with the representative from Norfolk Wildlife Trust on 9
February and had visited Harpers Green and the Green. It had been hoped that
a report would be available but she had spoken to Natural England and a further
meeting is to be held on 23 March. It would be necessary to apply for
Countryside Stewardship scheme and whilst this did not succeed in the past it is
a good scheme and provided all interested parties are consulted at an early
stage this would be worth trying.
7.3 Tree lopping at Harpers Green.
The Clerk reported that a lot of trees had been trimmed alongside the highway to
Harpers Green and dumped on Parish Land. Councillor Dennis agreed to
investigate.
7.4 Request to bury a telephone cable across Parish land to Bay Tree
Cottage.
The Clerk had received a request from the owners of Bay Tree Cottage to lay an
underground BT cable to the mobile home whilst the new dwelling is constructed.
Permission was granted for this provided that the land is restored properly when
complete.

8. Planning
8.1 Enforcements.
8.1.1 Pond Farm Fakenham road.
The Enforcement Officer had replied stating that there are still animals on
site which are fed and checked daily. The generator is used for the car
repairs and workshop and there were no other activities on site which would
necessitate a formal planning application.
8.1.2 Church House Church Street.
The new porch is classed as permitted development and as such does not
require planning permission even though it is in a conservation area.

11. Highways.
11.1 Matters raised at the last meeting.
The Clerk reported that Norfolk county council had replied stating that the
potholes in Woods lane had been programmed but the damaged surface on
School Road is not a high priority at present and the work will be rescheduled.
11.2 New problems.
A parishioner had requested that the footway on Church Street be extended
from the Square House to Woods Lane and this request will be forwarded to
Norfolk County Council

13. Footpaths.
13.1 Response from Norfolk County Council.
Sarah Cureton is to be contacted again regarding the on going problems.

Following the discussion with NPS it was agreed to contact the National Society

4. Resolution to Adjourn Meeting.
Resolution to adjourn meeting for 15 minutes public participation was passed at

The following items were reported:
4.1. County and District Councillor’s Reports.
County Councillor Kiddle Morris informed the meeting that the County Council
portion of the Council Tax would be increased by 1.9%. There is likely to be a
reduction in staff to find savings to maintain the level of services. The Local
Government Review is probably going to be announced on 8 February and at
present the rumour is that it will be the doughnut with Unitary for Norfolk and
Norwich.
District Councillor Duffield reported that there would be no increase in the
Breckland Council portion of the Council Tax. He felt that if the Unitary proposals proceed than it will become a professional job fore the Councillors and local
knowledge will be lost.
4.2 Public comment.
There were no matters raised by the public

5. Co-option of one members to the Parish Council following the
resignation of Councillor Barker.
No one had come forward to be co-opted.

6. Matters for Report.
6.1 Breckland Town and Parish Forum 24 February.

7. Brisley Common.
7.1 Wiggs Green.
The copy of the Deed of Gift had been received and forwarded to the current
landowner.
7.2 Clearance of the pond on School Road
This would be assessed again in the summer.
7.3 Norfolk Wildlife Trust
The Clerk is meeting the representative from Norfolk Wildlife Trust on 9 February
so that she can recommend what could be done. The members felt that the
scrub on the north side of the Green could be cleared , the pond on School Road
improved and the ponds on the south side of the Green excavated to improve
drainage. Harpers Green is also to be visited to ascertain if any improvements to
the area can be made. All of these could be financed through a grant from
Natural England.

8. Planning
8.1 Applications.
8.1.1 SP/C/3/2009/3019-Stanfield Quarry: variation of Conditions 1 and 2
of planning permission C/3/2004/3017 to extend the time limit for working
and restoration of phase 7 until 27 11 2013.
No consultation had bee sent to the Parish Council although an amendment
had been received. It was agreed to respond to re-iterate the concerns
about the volume of heavy traffic passing through the village especially on
Church Street especially as this is a conservation area and the continual
passing of heavy traffic could damage the fabric if some of the buildings.
8.1.2 1 Jubilee Cottages Gateley Road.
Correspondence had been received from the owners informing the Parish
Council that they had consulted with Breckland Council and been informed
that no permission is needed to replace the UPVC windows with wooden
sash windows, the erection of a small conservatory and to remove the
pebbledash coating to restore the cottage to its original brick and flint
exterior. The members had no objection but wished to write thanking the
owners for informing the Parish Council.
8.1.3 The Cedars Church Street.
The Parish Council had been approached by the new owners who wished to
erect a summer house in the rear garden. It was agreed that there was no
objection to this and the owners would be informed of this.
8.2 Decisions.

11. Highways.
11.1 Matters raised at the last meeting.
The new signs for School road had been agreed and these are to be erected as
a priority by Breckland Council. The pothole is still on the B1145 near to Brisley
Hall and the repair on the pothole on Woods Lane has come out again. The
footway on School Road has not yet been repaired.
11.2 New problems.
Norfolk County Council had produced a priority gritting route map in the event of
there being a shortage of gritting salt as the Government has taken control of the
distribution of the salt.

12. Regular Checks.
All checks had been completed.

13. Footpaths.
13.1 Response from Norfolk County Council.
The footpath from the Village Hall to Church Street needs the hedge cutting and
Councillor Garwood would contact the owner of the Alms Houses. The sign at
the north end of FP11 has not been replaced nor has this footpath been re-
instated. Sarah Cureton will be contacted regarding these.

14. Allotments.
Nothing further had been received.

15. Website.
The Clerk is to meet Matt Doughty on 12 February to discuss this.

16. Matters for the Next Meeting.
16.1 Affordable Housing.
It was agreed to check with Breckland Council on the need for a questionnaire
and to raise the matter again in April so that if necessary a questionnaire can be
included with the next issue of the newsletter.

Prior to the Parish Council meeting Open meeting was held to discuss proposed changes to the Settlement Boundary for the village.
The Chairman welcomed all to the meeting and gave a resume of the 2008 consultation. There are still three further steps until 2011 when any changes would be implemented. The first of these was the LDF task and finish group meeting on 25 November and the proposals from this meeting go to Cabinet for ratification and then to public consultation. The Parish Council would like to move the settlement boundary closer to the properties on the east side of School Road to mirror those on the west side. At the meeting in November the officers from Breckland Council proposed to remove the boundary in the centre of the village but to leave the boundaries as they are on School Road.
Centre of the village. By removing the boundary in the centre of the village this would still allow for social and affordable housing. One parishioner stated that there is no need for affordable housing in rural locations as people do not want to live in a rural area with no facilities.
School Road. There was opposition to moving the boundary on School Road. Councillor Dennis stated that Brisley should be kept as a rural village with some limited development unless the need for affordable housing was proved. One parishioner pointed out to the members that it should also be remembered that elderly residents also need housing and some had had to move away as there is no housing for the elderly in the village.

5.1. County and District Councillor’s Reports.
County councillor Kiddle Morris informed the meeting that the Judicial Review
against the Boundary Committee had been appealed by it and the appeal had
been upheld. Therefore there is every likelihood that a Unitary Authority will be
formed for Norfolk. This would then be a full time job for the elected members
and it would likely to lead to losing much of the expertise from local residents
who also work as well as being a District Councillor. There was nothing to report
from the District Council.

6. Matters for Report.
6.1 Village Hall Committee.
Councillor Garwood reported that no one had volunteered to join. The Committee
still needs more members especially younger ones. The committee is
considering advertising through the School to try and find parents who would be
willing and to look at the time of the meetings as the time may hinder some from
joining. Previously there had been one member from each organisation plus a
member from the Parish Council and this should be considered for the future.

7. Brisley Common.
7.1 Wiggs Green.
The copy of the Deed of Gift had not been received and concern was expressed
again as to why the parcel of land had not been registered at the time.
7.2 Clearance of the pond near to Beck Farm.
A fantastic job had been done and some of the ditches had been cleared to the
south. It was agreed to see if the pond on School Road could also be cleared.
7.3 Other matters.
A resident is to be written to regarding the pond that has been annexed as well
as D Lucas regarding the grazing of tethered horses and to the owner of the
temporary fencing at Alcote.

8. Planning
8.1 Applications.

It was agreed to OBJECT as before and to state that raw sewage is still
being discharged into the pond.

It was agreed to query at the consultation period the decision to retain
Brisley as a rural village and what the implications would be for affordable
housing. The consultation would probably commence in April.
8.4.2 Parish Groupings.
Brisley had been moved into the grouping with North Elmham in response to
the need to better align parishes to proximate local service centre villages
with facilities. It is anticipated that parishioners will look to North Elmham for
sports facilities as the sports ground is located on the B1145/B1110 road
junction.

10.3 Salary scale for the Clerk.
Councillor Curl proposed and Councillor Williams seconded the resolution that

Three quotations had been received and it was agreed unanimously to accept
the quotation from CGM for £1231.50 +vat.

11. Highways.
11.1 Matters raised at the last meeting.
The Clerk had met the Highways Engineer and Head Teacher regarding signage
on the finger posts. After discussion with the Head Teacher it was agreed to
approach Breckland Council to install an extra road name sign at each end of
School Road. The pothole is still on the B1145 near to Brisley Hall.
11.2 New problems.
A tree is obstructing the flashing sign and Councillor Curl will contact the
landowner! The hedge on Church Street needs cutting back and the landowner
will be contacted. Speedwatch is now live and the two roads agreed with the
police are Church Street and School Road.

12. Regular Checks.
All checks had been completed.

13. Footpaths.
13.1 Response from Norfolk County Council.
Councillor Irons had walked footpaths 1 to 6 and apart from FP6 all are able to
be walked. FP3 needs flattening as it has been damaged by horses.
All other footpaths are able to be walked although FP11 has recently been
ploughed and not re-instated.

14. Allotments.
14.1 Letter from Norfolk County Council.
The letter from Norfolk County Council regarding the current state of the
allotments was discussed and it was agreed to reply inviting Duncan Slade to a
meeting to discuss further the thoughts of NPS for the area.

15. Clerk’s Corner.
15.1 Letter in the EDP regarding the multiple hatting of Clerks.
The Clerk explained the background to the letter and as a reply had been
forwarded from the Chairman of Beeston with Bittering Parish Council no reply
had been deemed necessary from Brisley Parish Council.

Prior to the Parish Council meeting an informative discussion was held with Sarah Cureton of Norfolk County Council countryside Department which looks after the footpaths. Among the many points raised were the cutting of the footpath from the Village Hall which would be added to the cutting contract and the fact that NCC only cuts the ground not the sides of the path which is the landowners’ responsibility. The path across the allotments was discussed as it is not being re-instated and the state of FP2 and FP3.The landowner is responsible for flattening the ground if it has been disturbed by a hunt. NCC would look at replacing the chicken wire on stiles and bridges and repairing the stiles where necessary.

6.1 Village Hall Committee.
A communication had been received from the committee stating that it was in
danger of folding through lack of members. Councillor Garwood is rejoining the
committee and will report at the next meeting.

7. Brisley Common.
7.1 Wiggs Green.
The meeting was adjourned.

Mr Stewart informed the members that the parcel of land was on his deeds and it would be necessary to consult with his solicitors on the matter. He requested a copy of the deed of gift so that he could forward this to his solicitor.

The meeting was re-convened.

It was agreed to contact Hood Vores and Allwood requesting a copy of the Deed
of Gift and to express the concern of the Parish Council that the parcel of land
had not been registered at the time of transfer and therefore no cost should be
attributed to the Parish Council or Mr Stewart in resolving the matter.
7.2 Maintenance of the Ponds.
It was agreed to accept the quotation from D Gladden to excavate the pond
near to Beck Farm but not to have the pond at Patch Corner cleared this year.
Nick Moore had virtually finished the tree clearance at The Hill and should be just
under budget.
7.3 Erection of a marquee on The Green for a wedding.
It was agreed unanimously to allow the erection with no conditions attached but
the members did request that the close neighbours are informed and all rubbish
cleared after the event. The marquee would be erected probably on the
Wednesday prior to the wedding and dismantled on the Monday following.

The draft letter had been sent to all residents of Church Street and nothing
further had been received and it was agreed to remove this item from all
future agendas unless there were any major developments.
8.4.2 Village Guidelines.
A meeting is to be held on 25 November organised by Breckland Council to
discuss the proposed guidelines and once notification has been received the
Clerk will inform all the Council. It was agreed to consult the village on the
proposals from the Parish Council prior to the next Parish Council meeting
and the full information on the meeting will be in the newsletter that will be
distributed before the end of November. Once these two meetings have
taken place the Parish Council will decide its response to the consultation.
8.4.3 Minerals and Waste Preferred Options Consultation.
The Clerk informed the meeting of the sites locally that have been preferred
and it was agreed to respond to this consultation by expressing the concern
of the Parish Council if there was to be any additional heavy traffic
movements through the village.
8.4.4 Parish Groupings.
The Parish groupings for S106 had been distributed by Breckland Council
and Brisley had been linked with the parishes in the north of the district as
far as Sparham in the east. This is not the same as the original proposal and
this will be clarified.
8.4.5 Telephone Box on Church Street.
A letter had been received from B.T. asking if the Parish Council would be
interested in adopting the box for a pound. Further clarification needs to be
obtained from the District Council on this matter before reaching a decision.

10.1 Budget.
This had been circulated and was approved.

10.3 Precept 2010-2011.
Councillor Williams proposed and Councillor Curl seconded the resolution that
the precept for 2010-2011 be set at £5250. All were in favour. It was agreed to
obtain if possible competitive quotations for the grass cutting contract from four
companies.
10.4 External Audit 2009.
The external had been completed and the only comment was that the
consolidated stock should be treated as a long term investment not as a bank
balance. The Clerk informed the members that as they had not requested this
change at the last audit he had not altered the balances and this had been
accepted by the External Auditor. The Clerk also informed the members that at
present the income from the Town Lands is banked in the Parish Council
account and this should be in a separate account as it is charity money. The
Clerk will look into opening a separate account for income from the Town Lands.

11. Highways.
11.1 Matters raised at the last meeting.
The Clerk reported that he had had an informal discussion with Norfolk County
Council regarding the request to provide signs on the finger posts to the Primary
School. It is not normal to sign a school within a village and this comment was
passed to the school. The Primary School would still like to have signage on the
finger posts at either end of School Road and the Clerk has requested this
formally.
11.2 New problems.
No new problems were reported.

12. Regular Checks.
All checks had been completed. There are no wires or cattle on the south side of the Green at present.

13. Footpaths.
13.1 Response from Norfolk County Council.
The meeting with Sarah Cureton had been most constructive and it was agreed
that to attempt to resolve problems as early as possible the Parish Councillors
would walk the footpaths regularly. Councillor Irons would walk FP1, 2, 3, 4, 5,
and 6. Councillor Curl would do FP10, 11, 12, 13, 14, and 15. Councillor Williams
would walk FP8 and 9. Councillor Garwood agreed to walk the footpath along the
edge of the allotments which had been reported as being in a poor state and not
walkable. A resume of the discussion with Sarah Cureton would be printed in
the newsletter.

14. Allotments.
14.1 Mr Sharpin.
The Clerk had met Mr Sharpin on site and had agreed that the allotment next to
Mr Hill could be allocated to Mr Little. It had been agreed with Mr Sharpin that he
would re-instate the footpath. Mr Sharpin requested clarification on the trees in
the north-west corner of the allotments which he felt encroached on his land. The
Clerk would speak to the Chairman.

15. Village Website.
It was agreed to investigate the cost of this and place on the agenda for
February.

1. Apologies for absence.
Apologies for absence had been received from Councillor Irons and Councillor Williams and these were both accepted. Apologies had also been received from District Councillor R Duffield.

2. Declarations of Interest.
Councillor Doughty declared a prejudicial interest in Agenda Item 15 being related to the company offering to produce a website. Councillor Curl declared a personal interest in Agenda Items 7.1 and 7.2 being a grazing rights holder. Councillor Dennis declared a personal interest in Agenda Item 7 as he lives on The Green.

3. Minutes of the Previous Meeting.
Councillor Williams proposed and Councillor Curl seconded the resolution that
the minutes of the meeting held on Wednesday 2 September 2009 having been
circulated be approved. All were in favour and the minutes were duly
signed by the Chairman.

4. Resolution to Adjourn Meeting.
Resolution to adjourn meeting for 15 minutes public participation was passed at
7.32 p.m.
The following items were reported:
5.1. County and District Councillor’s Reports.
The County Councillor informed the meeting that the next phase of the Minerals
and Waste Consultation would commence on the 19 October and run until the 11
December. The Local development Framework Core Policy had been found
sound by the Inspector and this would now go to Cabinet for approval. The next
consultation would be in December regarding the village guidelines and
meetings would be held with parishes in December. It was agreed to inform all
the parish about the proposed changes so that the views of the parishioners
could be obtained.
5.2 Public comment.
Mr. Little expressed dismay that Mr Sharpin had not been met on site and he
offered to contact him to attempt to meet and discuss any compensation for loss
of earnings and this was agreed. The Clerk would e-mail Mr Little with the
contact number for Mr Sharpin.

The meeting was re-convened at 7.51p.m.

5. Co-option of two members to the Parish Council following the
resignations of Councillors Garwood and Barker.
It is anticipated that Judy Garwood would rejoin the Parish Council in November
but no-one has come forward to replace Lisa Barker.

6. Matters for Report.
6.1 Dereham CAB AGM 9 September
The Chairman had been unable to attend this and the Clerk reported that there
are plans to amalgamate some bureaus as there is limited funding although
Dereham Town Council is attempting to find additional accommodation to ensure
that the bureau remains in its present form at Dereham and is not an outreach
from North Walsham.
